The KOSPI may have nowhere left to go but down.

Fall from the third floor and you only get hurt; fall from the tenth floor and you die.

The same goes for AI, for industry, for civilization.

Right now, Korea is standing at the very edge of the tenth floor.

1. The Age of Illusion — An AI Industry Trapped in the Logic of Scale

“With four GPUs, even the need to build data centers disappears.”

This is not a simple technological forecast.

It is a warning about a shift in the very terrain of AI civilization.

We still believe that “enormous data centers, tens of thousands of GPUs, and trillions of won in capital” are the whole of AI competitiveness.

But right now, the world is quietly dismantling that belief.

The age of bigness is ending, and the age of efficiency and intelligence has begun.

2. Small but Powerful AI — The New Civilization Opened by Four GPUs

The essence of AI is not size but structure.

An optimized 4-billion-parameter (4B) model is, compared to a colossal model with hundreds of billions of parameters,

faster, lighter, and more accurate in context.

Now, with just four GPUs,

you can transform the administration of a city,

refine the data of an industry,

and build an AI that understands a single person's heart.

In that moment, the data center turns into a heap of rebar,

and AI returns to human hands.

An age has opened in which agility and creativity are more powerful weapons than capital.

3. Korea: Miss This Inflection Point, and It's Over

Korea's AI strategy is still of the “catch-up” type.

Massive models, large-scale capital, dazzling GPU clusters —

all of it may be an illusion perched on the “tenth-floor railing.”

The world has already moved to a different floor.

AI is being distributed, localized, and brought into personal devices.

On-device AI is not merely a technology;

it is the signal of a civilizational shift toward “energy savings, security, and data sovereignty.”

If we miss this current,

we will, like the backward nations of the Industrial Revolution,

degenerate into the “Venezuela of AI.”

That is how the yoke of technological dependence is completed.

4. Once Again, a Time to Choose

We must now choose one of two paths.

The path of clinging to the illusion of scale and crashing down —

chasing “bigger, more expensive, more dazzling models”

only to end up staring at the world's receding back.

Or the path of being small but powerful —

solving a city's problems with just four GPUs,

the path that changes the life of a single individual.

The path where efficiency and a human-centered philosophy lead the technology.

the fall of AI civilization will be impossible to avoid.
