The L Civilization Constitution (A Scenario for Founding a Small Early-Stage Nation)

The full text of the L Civilization Constitution v1.0 — a hypothetical scenario. We establish this republic as a free association of people seeking absolute freedom of body and mind and liberation from labor: a place that exists only so long as it is worth staying in, where each person can live their own utopia.

Preamble

We establish this republic as a free association of people who seek absolute freedom of body and mind, and liberation from labor. This republic exists only so long as it is worth staying in, and it is renewed and re-justified each day through the citizens' freedom to leave. We are building a place where each and every person can live their own utopia.

Article 1 (Absolute Freedom of the Body)

Every citizen's body is sacred and inviolable. When a citizen deliberately violates the body of another citizen, then — through the procedures of verifying the incident, examining the evidence, a unanimous verdict by a jury of twelve citizens, and data analysis — that citizen's citizenship is permanently revoked and the maximum penalty set by the republic is imposed.

Article 2 (Freedom of Mind and Creation)

Mental activity and acts of creation are unlimited and free. The sole exception is direct and imminent incitement that violates Article 1.

Article 3 (Freedom of Belonging)

Joining and renouncing citizenship is free at any time. Holding multiple nationalities is permitted without limit.

Article 4 (Labor-Free Basic Income)

Through an AI economic system, the republic guarantees a basic income for every citizen. If this system does not work, the republic does not exist.

Article 5 (Freedom from Labor)

No individual, company, or organization may bind a citizen to labor. Every citizen has the unconditional right to end their labor at any time.

Article 6 (Defense and Self-Defense)

The republic maintains a defense system built around AI and autonomous systems. Citizens are not conscripted into mandatory military service, nor are they forced into acts of killing. The republic wages no war of aggression. Control over defensive assets can never be concentrated in a single individual.

Article 7 (Citizenship)

Citizenship is based on will, not on birth. It is acquired in three steps: online application, completion of video-based education, and an oath upon entering the territory. During the founding period, citizenship is also recognized through capital investment and the contribution of ability.

Article 8 (Governance)

Politics is conducted by educated citizens. Only citizens who pass an examination take part in policy decisions. The founder is the highest decision-maker during the founding period, and once the republic becomes capable of standing on its own, the founder transfers that authority to a body of citizen self-governance.

Article 9 (Economy and Assets)

Citizens' freedom over their assets is absolutely guaranteed. The republic exercises no capital controls over citizens' assets. The republic keeps its own assets to a minimum and operates credit on the basis of collateral assets that citizens voluntarily register. Collateral contributions affect the weighting of operational decision-making, but do not affect fundamental rights.

Article 10 (Technology and Freedom)

The republic is a technological state. It exists for the freedom and the utopia of each and every person, and AI is the infrastructure that makes this possible. No technology is used to control, surveil, or coerce citizens. The republic's technology exists for the citizens — for the citizens, and for them alone.

Supplementary Provisions

Articles 1, 3, 5, and 10 may never be repealed under any circumstances. Amending the constitution requires the agreement of a majority of citizens.
