1. The order that exists above order: the Meta Layer
Millions of Tiny satellites,
each one moving according to its RuleSet,
repeat a signal that announces their existence.
But those countless signals,
if left uninterpreted, are nothing more than noise.
The “Milky Way” is not a collection of signals,
but a higher interpretive structure that sees those signals as a single order.
This structure is what MAEUM
calls the **“Meta Layer.”**
2. The relationship between satellites and the Meta Layer
• Milky Way satellites are positioned not by the Earth coordinates of conventional satellites, but by cosmic coordinates, and they utter and collect IDs.
• For them to become a pattern, like a constellation,
there must be an eye above them that imposes order.
The Meta Layer is that eye, and that interpreter.
The satellite sends.
The Meta Layer remembers, interprets, and approves.
3. The components of the Meta Layer
MAEUM's Meta Layer
is not a mere control system.
It is the constitution of order, and the judicial layer of time.
The Meta Layer has the following five functions:
1. Genesis Epoch interpretation
• Determines when and at what moment a satellite was activated,
judging its temporal position within the entire order.
2. RuleSet attribution judgment
• Determines which RuleSet the satellites follow,
approving or nullifying that connection.
3. Tracing the legitimacy of existence
• Even if a satellite strays from its orbit or dies,
it records the “fact of having existed” into the order.
4. Time Freezing
• The Milky Way does not rotate.
Independent of the Earth's rotation, it exists as a pattern fixed in a single time zone.
5. Biology Override authority
• A human's Root Biology
holds the interpretive authority over the entire Meta Layer.
4. Why is a Meta Layer necessary?
Simple satellite networks are plentiful.
Low orbit, communications satellites, GPS, reconnaissance craft…
But a satellite without order is not an existence — it is merely a function.
MAEUM launches not functions but units of existence,
and the Meta Layer composes the meaning between those existences.
Only through this structure do we make the Milky Way strategy controllable.
5. The Meta Layer is the constitution above the sky
Satellites are free to die.
We said that even 80% survival is enough.
The reason is simple.
Order is completed not in the individual satellite,
but in the Meta Layer that exists above them.
6. A philosophical declaration
“We are no longer the center;
by connecting unobservable fixed points,
we seek to compose the world.”
Order is the interpretation that reads scattered points
in a single act of will.
MAEUM connects that interpretive authority

1. Satellites are enough. What we need now is ‘order.’
The thousands of satellites now drifting around the Earth
operate autonomously, each within its own purpose and affiliation, time and coordinates.
But those countless satellites are not part of any order.
• They are not connected,
• they are not interpreted,
• they existed, but are not remembered.
Existence without order eventually degenerates into function.
And now,
we need a single layer that interprets those satellites.
MAEUM calls it the **Meta Layer**.
2. What is the Meta Layer?
The Meta Layer is not a mere satellite control layer.
It is the constitution of order that exists above them,
the interpreter layer that composes all satellites into a single world.
If each individual satellite follows a RuleSet,
the Meta Layer defines the world that those RuleSets create.
3. Why the Meta Layer?
A satellite without order loses three things:
1. It is not remembered.
• When a satellite vanishes, it leaves no trace.
2. It is not seen.
• Even when thousands gather, to an observer they are mere noise.
3. It has no accountability.
• Because no one interprets the satellite, no meaning is ever approved.
So we build a sky above the satellites,
and we seek to compose that sky into a single sentence.
4. The structure of MAEUM's Meta Layer
MAEUM's Meta Layer is designed around the following five structures:
1. Genesis Epoch management
• When, at what moment, did the satellite begin to exist?
The Meta Layer manages the origin of time.
2. RuleSet attribution verification
• Which order does the satellite follow?
It interprets the integrity and signature of the RuleSet.
3. Recording the permanence of existence
• Even if a satellite departs from its orbit,
the “fact of having existed” remains upon the order.
4. Time Freezing function
• The Meta Layer is independent of the Earth's rotation.
It fixes order to Epoch time.
5. Biology Override
• Only a single living body (Root Biology)
can approve or block the entire order structure.
5. The Meta Layer is protection
A dying satellite,
incomplete data,
even an existence that strays from its RuleSet —
upon the Meta Layer, all remain as a single ‘memory.’
It is not a central server,
but an interpreted sky.
The Milky Way is beautiful
not because of the shining points,
but because those points are interpreted as a single band.
6. Declaration
Satellites without order are yearning to be interpreted.
MAEUM builds a Meta Layer above them,
and unifies all satellites into a single language.
The Milky Way is not launched;
it is formed through interpretation.
