Not necessarily. If the admin dashboard, data migration, design, deployment, revision rounds, maintenance, or source code delivery are missing from scope, they tend to come back as extra invoices later. And a quote far above list can still be reasonable for complex security, infrastructure, native or compliance work. Price comparison is the starting point; contract terms are the final judgment.
