Break the Frame of ‘Top-3 AI Power’
“Entering the AI G3” — the slogan is everywhere. It sounds grand, but look closely and it is servile. Why aim for third place from the start?
Break the servile frame of “top-3 AI power.”
“Entering the ranks of the top three AI powers (G3).”
It is the slogan drilled into our ears by government announcements and news headlines. At first hearing it sounds plausible, even grand. But sit with the sentence a moment, and past the bitterness you feel something like sorrow.
Why third place, from the start?
There is a self-evident law in this world. Set the goal low, and the result lands lower still. Even those who run flat-out aiming for 100 points slip and score 80 — so the moment you compromise from the outset with “let’s settle for a decent 70 and squeeze into the top three,” the actual result can only converge toward a failing grade.
1. The conservatism hiding behind a defense mechanism
Of course, I am not blind to the policymakers’ arithmetic.
America is racing ahead frighteningly on enormous capital and singular talent, and China is chasing hard with state-led infrastructure and overwhelming data. With the two-power structure so entrenched, the calculation must have been that “third” is the realistic ceiling Korea can aim for. The excuse attaches itself, too: this is the last line of “sovereign AI,” the defense against becoming a technological colony.
But this is nothing more than a defense mechanism born of defeatism.
- “The U.S. and China are too big — don’t even look that way.”
- “Let’s just barely clear third place and save face.”
The moment this conservative mindset rules an entire society, disruptive innovation and wildness disappear. Bold investment turns into hesitation, and the country never escapes the shadow of the fast follower, trailing down roads others built.
2. No miracle comes to a people that will not shoot for the moon
“Shoot for the moon. Even if you miss, you will land among the stars.”
Look back at the moments in our history when miracles were made.
When we first started in semiconductors, when we leapt into shipbuilding, we did not aim for “third in the world.” It was precisely because we overturned the board aiming for first — while being told it was absurd recklessness — that today’s industrial foundation was built.
So why, arriving at the convulsive AI era, do we cap our own scale and shave down our expectations? Rushing to fix our own limits, leaning on the comfort of third place — it verges on the servile.
3. Time to recover the wildness that aims for a true first
Even if we cannot immediately surpass the capital power of the U.S. and China in total scale, at the strategic chokepoints we must shake the board aiming for a definite world first.
- Physical AI fused with the world’s finest manufacturing base
- AI semiconductor infrastructure that will rule the next-generation chip market beyond HBM
- Specialized AI systems that will change how the global market pays and decides
Let us not settle into the passive, blurry number called “top-3 power.”
With a strategy that runs for third from the start, being shoved down to fifth or tenth takes an instant. What Korea must face and shed right now is not the technology gap — it is the mindset of being satisfied with third place itself.
